Oleg Dvorkin was born on 14 th of October 1970. He is a civil engineer, graduated from the National University of Water Management and Nature Resources Use in Rivne, Ukraine. Since 1995 he works at the Department of Building Elements Technology and Material Sciences, National University of Water Management and Nature Resources Use, Rivne, Ukraine. He is an author of monographs, papers, textbooks and design methods in the field of concrete technology and binding materials as well as using waste products in building industry and construction.
