Erind Merkuri, PhD

Lecturer of Constitutional Law, Faculty of Law – The University of Tirana, ”Milto Tutulani” Street, Tirana – Albania.

Erind Merkuri was born on October 12, 1984. He has joined the Faculty of Law of the University of Tirana as a full time lecturer at the Department of Public Law in 2008. He has received a degree in law, a Master of Laws, and a PHD from the Faculty of Law of the University of Tirana. In teaching and research, he has focused on areas such as Constitutional Law, Constitutional Justice, and Legal History. He has participated in several national and international conferences presenting papers within his research interests. His publications tackle various aspects pertaining to the organization and functioning of the Constitutional Court, the reform on the judiciary, human rights as well as the application of International and EU Law principles in the domestic law. He also is an attorney at law at the “Meksi Law and Consulting” Law Firm and member of the National Selection Committee, which recruit, evaluate and dismiss the top level civil servants in the civil service of Albania. He has participated in several working groups in which he has drafted several laws and sub-legal acts in the field of the civil service and the delivery of public services and was as an expert for the amendments to the law on Constitutional Court in 2016 in the parliamentary committee. He is fluent in English, and Italian.
