ABSTRACT

This research aims to map economic development potentials and analyze the role of stakeholders in supporting economic development in the Dieng Plateau Geopark Area. This study employed a sequential mixed-methods design, combining qualitative and quantitative analyses. The final output of this research was directed toward developing a model that incorporates the pentahelix stakeholders—academia, business actors, communities, government agencies, and the mass media. The first objective was examined using Atlas.ti, drawing on a literature review, FGD, and in-depth interviews with pentahelix stakeholders in Banjarnegara. The findings indicate that developing the area’s economic potential requires a set of mutually reinforcing and sustainable pillars. The second objective was analyzed using the Matrix of Alliances and Conflicts: Tactics, Objectives, and Recommendations (MACTOR) framework, involving 24 actors and 10 objectives. The MACTOR results show patterns of influence and dependence among actors, with travel agents and the Industry and Trade Office demonstrating the highest competitive positions as key drivers of MSME development. The level-three convergence analysis further reveals the strongest alignment between the tourism office and the sub-district head. The combined results of the Atlas.ti and MACTOR analyses were then used to construct a model based on the “who does what” framework, enabling the classification of each actor’s role according to their principal duties and functions.
