Over the past three decades, the global research evaluation landscape has undergone a transformation of extraordinary consequence. Systems once rooted in peer review and professional judgment have been progressively supplanted by quantitative measurement regimes built around citation counts, journal impact factors, h-indices, composite bibliometric indicators, and global university rankings.
