Making the World Safer for Democracies includes five chapters and is a response to the Wilsonian quest that began with optimism but now is in danger of becoming overwhelmed by democratic pessimism. During Chapter 1, the author presents a history of forms of government, demonstrating how empires devolved into republics and how republics be-came democracies. Chapter 2 traces how the Wilsonian quest replaced the era when democracies were suspected of being the prime cause of global insta-bility. Chapter 3 enumerates how countries can become more democratic through 22 forms of self-transformation. Chapter 4 indicates 22 programs by which some optimistic democracies and democratic institutions have sought to increase and revive democracies in other countries. Finally, chapter 5 provides an assessment of whether any of 22 tools used by some democracies and inter-national institutions to save democracies show promise to fulfill the Wilsonian goal of saving democracies with an application of the 44 principles to Cam-bodia, Ukraine, and the United States.
