ABSTRACT
The transition to sustainable construction is critical for addressing climate change, resource scarcity, and rapid urbanization. This paper examines the potential for green building adoption in the Kingdom of Saudi Arabia (KSA) by drawing comparative lessons from Singapore’s globally recognized strategies, particularly its Green Mark Certification Scheme and smart urban planning. Saudi Arabia’s Vision 2030 sets ambitious sustainability targets, yet faces challenges including extreme heat, water scarcity, and historically low energy costs. Through an in-depth comparative framework, this study explores how Singapore’s best practices can be effectively localized to the Saudi context by integrating culturally relevant design, climate specific technologies, and robust policy mechanisms, A strategic Adaptation Framework is proposed to guide implementation, alongside a phased roadmap that includes certification development, financial incentives, capacity building, and R&D investment. The findings offer a replicable model for other hot-arid regions, reinforcing Saudi Arabia’s potential to lead sustainable construction efforts in the Middle East and beyond. It also aims to support policymakers, urban developers, and researchers in developing actionable, locally grounded sustainability pathways in the built environment.
