ABSTRACT
This literature review examines how government guarantees impact infrastructure development in Public-Private Partnerships, with an emphasis on sustainability. The study aims to: (1) present a descriptive analysis of publication trends, contributing authors and methodologies; (2) identify dominant themes across existing studies; and (3) reveal knowledge gaps and propose recommendations for future research to enhance sustainable outcomes in PPP projects. A systematic review of 47 peer-reviewed articles was conducted using the PRISMA method, synthesizing research on government guarantees in PPP projects. Key themes were analyzed, focusing on risk management, fiscal responsibility, and the sustainability of infrastructure outcomes. The review identified five dominant themes: policy and governance dimensions, financing and funding strategies, decision-making processes, risk management, and operational efficiency. Quantitative methodologies like Monte Carlo simulation and sensitivity analysis were frequently used to assess risk and fiscal sustainability. However, the review revealed significant gaps in frameworks aligning government guarantees with long-term sustainability, particularly in dynamic and uncertain project environments. The findings offer valuable insights for policymakers and project managers on improving government guarantee frameworks to support sustainable PPP projects, focusing on transparency, accountability, and fiscal sustainability. This review makes a novel contribution by bridging the gap between government guarantees and sustainable infrastructure development. It will guide future research and policy formulation for more robust and sustainable PPP frameworks.
